U.S. Anti-Terrorist Civilian Self-Defense
Protecting the Homeland from Terror

The United States never seriously needed to preserve, protect, and defend own civilian population against enemies on own territory since the time of the last Indian War ended in 1890. The Nation was always well sheltered by an auspicious geographic location. Therefore, no one in America considered to develop all-National, or rather U.S. Civilian Self-Defense that would be able to confront a foe attacking civilian population. Continued...


The described above perception still dominates minds of U.S. political and military establishment on all levels. Currently, the Nation has neither an articulate policy nor sound strategic concept of what U.S. Civilian Self-Defense could and should be at a volatile time of the long term terrorist warfare with terrorists attacks imminent on the American soil.

U.S. Civilian Self-Defense made of a sizeable segment of civilian population trained in the Art of Civil Defense does not exist in the United States at the present time. Meanwhile, with all due respect to Instruments and Forces utilizing by the U.S. Government in the War on Terrorism they cannot compensate a strategic gap of lacking trained civilian corps capable of resisting enemies attacking the homeland.

Nowadays, the Nation has to preserve, protect, and defend own territory and own civilian population against looming terrorist attacks with conventional and non-conventional weapons. Therefore, all-embraced U.S. Civilian Self-Defense made of well regulated and professionally trained in the Art of Civil Defense volunteer civilian emergency corps should become a force “being necessary” in battle with Terror.
 
The Nation has been compelled to take a part in total war in which terrorists employ as strategic arms ideology, economics, conventional, and non-conventional weapons in order to literally “wipe out the United States from the World Map“. International Terrorism armed with Weapons of Mass Destruction irreversibly changed a paradigm of modern warfare: the latter is not about a wining or loosing battle anymore, it is about either a partial survival, or total obliteration of states and nations.

Anti-terrorist Forces (intelligence, law enforcement, military, and etc.) and anti-terrorist Instruments (covert operations, military operations, rescue operations, and etc.) currently utilized by the U.S. Government incapable of detecting and preventing all and every terrorist act may occur on the territory of the United States. It is unrealistic at present time to provide unfailing safety for every man, woman, and child in America. It is almost unfeasible for the Government to avert a National political and economic crisis inevitably following after terrorist attacks with Weapons of Mass Destruction.

U.S. Civilian Self-Defense needs to be developed in the following strategic directions:

1. Strengthening the Will of the Nation by forming National Character capable of resisting Terror;
2. Reinforcing National Economic Resources in battle with Terror;
3. Surviving terrorist attacks with conventional weapons and Weapons of Mass Destruction;
4. Shifting the Nation’s Spirit and National Resources to long term battle against Terror.
